I still don’t know why they allowed Capaldi his accent but not David his. Was it his own decision? Do you know?

I think it’s a difference between English Russell T. Davis and Scottish Moffat. Plus, they made Amy the last person 11 saw before regenerating. I’ve even read a theory that they let Jenna Coleman keep her Manchester accent so that she could influence the War Doctor right before he regenerates into 9 – lots of planets have a north!
